RATE OF PAY:  $110,122.68 - $133,855.38 annually

DUTIES:

  • Reporting to the Executive Director, Employment & Social Services, this position will be responsible for ensuring the efficient and effective delivery of Ontario Works, including financial and employment assistance and related programs (i.e.Ontario Disability Support Program), administration of social services in general, inclusive of employment and financial assistance and any related discretionary programs;
  • Responsible for the administration of approved policies and procedures, directives, consistent with Corporate and departmental values;
  • Responsible for Eligibility Review inclusive of fraud investigations and other audit programs and/or processes;
  • Responsible for Policy and Staff Development/Training;
  • Develops and maintains effective relationships with the community partners in service delivery;
  • Represent Municipality at the Ontario Municipal Social Service Association (OMSSA) and any other municipal and provincial body as assigned;
  • Responsible for quality assurance;
  • Responsible for budget development and monitoring;
  • Responsible for numerous authorities mandated to conduct audits of daily practices and local processes to ensure full compliance relative to Privacy and Security of Information such as but not limited to Social Assistance Management System (SAMS);
  • Responsible for effective employee relations within area of assigned responsibility;
  • Recommends hiring, promotion and discipline of designated area positions;
  • Responsible for training, development and evaluation of staff;
  • Responsible for the access to and security of confidential information, in any form;
  • Responsible for onsite facility management and oversees the Leamington office;
  • Prepares complex, analytical reports;
  • Participate in emergency response and preparations as required. 
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
  • Will perform other related duties as required.    

QUALIFICATIONS:

  • Must have a Master’s degree in Social Sciences, Public Administration, Business Administration, Social Work or Ontario Ministry of Education equivalencies and a minimum of (2) two year’s experience to acquire management, leadership, strategic planning, analytical, report writing and public speaking skills; OR
  • Must have a University degree in Social Sciences, Public Administration, Business Administration, Social Work or Ontario Ministry of Education equivalencies and a minimum of (4) four year’s experience to acquire management, leadership, strategic planning, analytical, report writing and public speaking skills;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver’s Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Must have knowledge of applicable legislation, policies, procedures;
  • Must have proven technical, analytical, organizational, interpersonal and communication skills;
  • Experience in municipal services and/or social services would be considered an asset;
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • The physical demands analysis associated with this job indicates a sedentary level of work.
