DUTIES:

  • Reporting to the Manager of Planning Policy/Deputy City Planner, the incumbent will be responsible for the development, maintenance and monitoring of land information system databases, tracking systems and related applications;
  • Preparation of reports utilizing growth and development data; including written reports to the Corporation’s Development & Heritage Standing Committee and City Council on matters affecting the Official Plan including trends and forecasts analysis;
  • Data collection, data entry and verification;
  • Preparing maps and graphic materials;
  • Responding to information inquiries;
  • Creating graphic exhibits; and designing and maintaining web based information;
  • Provision of expert evidence at hearings of the Local Planning Appeal Tribunal respecting appeals on land use decisions.
  • Will provide information on issues that affect the growth and development of the community;
  • Will study and recommend land use policy promoting efficient and effective development and land use patterns;
  • Provide knowledge and expertise to implement and continuously monitor the City’s Official Plan.
  • Prepare reports to Council and Committees related to updates on the City’s Official Plan and monitoring the effectiveness of policy direction;
  • Investigates and analyzes long range planning issues of a strategic policy nature;
  • Contributes to the development, implementation and monitoring of land use needs;
  • Conducts studies on the physical, social and economic conditions in the city and region;
  • Develops and administers team projects advancing strategic neighbourhood planning initiatives;
  • Updates and maintains the City’s Official Plan and existing planning documents;
  • Provides information and advice to the public, affected agencies, departments and City Council concerning planning policy matters;
  • Represents the Planning Department at various Committees of Council;
  • Laise with groups, agencies, staff and provide information and advice to the public concerning policy and land use matters.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University degree in Urban Planning or related discipline (Urban Economics, Public Administration) and a minimum of four (4) years of experience in land use planning, research, design and reporting.
  • Must be a member of the Canadian Institute of Planners (MCIP) and a Registered Professional Planner (RPP) (Registered Professional Planner);
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Must have knowledge of the Ontario Planning Act, related legislation and provincial policies;
  • Must be proficient in Windows based software including the Microsoft Office Suite of products (Word, Excel, Outlook), and CAD software, land based information systems and graphic software packages;
  • Must be familiar with the implementation of various GIS applications;
  • Must have excellent written communication skills; the ability to develop oral presentations with use of graphic aids;
  • Must have knowledge of the methods and possess skills required to conduct policy analysis;
  • Should have demonstrated expertise and knowledge of leading trends in environmental planning;
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
  • The physical demands analysis associated with this job indicates a sedentary level of work.
