DUTIES:

  • Reporting to Manager, Facilities Operations or designate, this position will be responsible to plan, direct and coordinate all general property and facility maintenance, repairs, caretaking and grounds maintenance, including carpentry, painting, electrical, plumbing, DDC control systems, HVAC and other building trade and maintenance functions;
  • Supervise the work of unionized staff including scheduling, recruitment, training, ongoing performance monitoring and appraisal; respond to call-outs for caretaking and maintenance of facilities and direct the necessary repairs;
  • Responsible to lead, manage and administer contracts and projects, including the coordination and oversight of contractors, consultants and other professional services;
  • Prepare tender documents, including drawings and specifications for projects and other contracted work;
  • Research and implement new products, maintenance, caretaking and construction methods and best practices; review and assess feasibility and life-cycle costs; prepare technical, financial and other written and oral reports on all aspects of property and facility maintenance and constructions;
  • Prepare estimates;
  • Assist in preparing capital projects & operating budgets and monitor revenues and expenditures on an ongoing basis to ensure compliance within the approved budgets;
  • Ensure that all work is conducted in accordance with Corporate policies and procedures, in particular as related to Health & Safety and Risk Management; and in accordance will all prevailing legislation, regulations and codes. 
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University degree in Engineering or related field or Ontario Ministry of Education equivalency and a minimum of two (2) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.
  • OR Must have a post secondary Community College diploma in an Engineering Technology program, Building Environment Systems or related field or Ontario Ministry of Education equivalency and a minimum of four (4) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.
  • OR Must have an Ontario Secondary School Graduation Diploma plus one year of post secondary school courses in any applicable field such as a building related skilled trade (plumbing, electrical, HVAC, etc), Power Engineering Technology, or Building Environment Systems, or Ontario Ministry of Education equivalency and a minimum of  six (6) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.
  • Must hold and maintain a current valid and lawful Class G driver’s license in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment.
  • Must have acquired skills in reading and interpreting construction drawings.
  • Must have supervisory experience, preferably in a property and/or facility maintenance and unionized environment.
  • Must have operating knowledge in the Microsoft Suite of Products, such as Word, Excel, and Access in a computerized environment.
  • Must possess effective oral and written communication skills as well as interpersonal skills.
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the Corporation’s Management Windsor Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Professional designations such as Professional Engineer (P.Eng), Certified Engineering Technologist (CET), Real Property Administrator (RPA), Facilities Management Administrator (FMA), Systems Maintenance Administrator (SMA) or Certified Facility Manager (CFM) considered an asset.
  • The physical demands analysis associated with this job indicates a light level of work.
