DUTIES:
Reporting to the Manager of Corporate Projects or designate, this position is responsible to oversee a team of project coordinators(s) and analyst(s) that are responsible for the planning, administration and management of various capital asset and facility projects. Responsible for the oversight of various assignments, which involve technical design and preparation of specifications, cost estimates, project budgets, tender documents, and administration of contracts for the construction of renovations, redevelopment, and/or replacement of various city assets and facilities and related assignments. Must represent the Corporation and liaise with consultants, suppliers and contractors during the planning, design and construction of assigned projects. Will develop and maintain documents related to processes, policies, procedures, training, and best practices; research and make recommendations for the implementation of new materials, equipment, technologies, techniques, and trends; develop and implement preventative maintenance and inspection programs; conduct training for staff on new and existing programs; supports Facility Computerized Maintenance Management Software (CMMS), including the entering, monitoring, and closing of work orders for service, maintenance, and projects as well as asset data. Prepare asset management plans and strategies, including data collection and management, asset inventories, condition assessments, and assists with the corporate Asset Management Plan (AMP). Will contribute to the budget process by recommending priority asset & facility improvements and related projects. Will monitor revenues and expenditures on an ongoing basis to ensure compliance with the approved project budgets. Will research and prepare reports and other written correspondence as required. Must ensure staff familiarization with applicable legislation, regulations, and codes and corporate safety policies and procedures. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health & Safety program. Will perform other related duties as required.
QUALIFICATIONS:
- Must have a Master’s degree in Engineering, Architecture, Business or other related discipline or Ontario Ministry of Education equivalency and a minimum of four (4) years of progressively related experience in asset, facility and construction management;
- OR Must have a University degree in Engineering, Architecture, Business or other related discipline or Ontario Ministry of Education equivalency and a minimum of six (6) years of progressively related experience in asset, facility and construction management;
- OR Must have a Community College diploma in Engineering, Architecture, Business or other related discipline or Ontario Ministry of Education equivalency and over ten (10) years of progressively related experience in asset, facility and construction management;
- Must possess well-developed written and oral communications skills, and interpersonal skills to maintain effective relations with government officials, community agencies, stakeholder groups, the general public and municipal staff;
- Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
- Must have acquired skills in reading and interpreting construction drawings;
- Must have experience in asset & facility management, and building systems;
- Must have knowledge of building codes, and other facility related regulations and legislation;
- Must have experience in project management and construction management;
- Must have knowledge of, and experience with, building systems, facility maintenance/management, building codes, project management, report writing, construction and design;
- Must have operating knowledge in the Microsoft Suite of Products, such as Word, Excel, and PowerPoint, in a computerized environment;
- Must possess effective excellent communication, interpersonal, and leadership skills;
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with work;
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
- Experience with Computerized Maintenance Management Software (CMMS) software and development of business processes is considered an asset.
