DUTIES:

Reporting to the Executive Director of Recreation & Culture or designate, this position is responsible for planning, organizing, coordinating and directing all activities, personnel and contracts required for the operation of arenas and recreation facilities, including Lakeview Park Marina, outdoor rinks and sports fields:

  • Provides direct leadership, training, supervision, discipline, and evaluation of supervisory staff, and overall responsibility for part time and full time staff for the arenas and recreation facilities;
  • Prepares, recommends, implements and monitors detailed budgets for arena complexes and recreation facilities;
  • Promotes the use of recreation facilities to maximize utilization and negotiates lease agreements as deemed necessary and in the best interests of the facility; carries out marketing efforts and provides customer service and public relations for the Marina and its 350+ boaters, outdoor rinks and sports fields;
  • Will be expected to remain current in marina operation best practices;
  • Ensures the coordination and successful execution of community recreation, sports events, major events and entertainment that meet contractual obligations and customer service standards at the WFCU Centre, community arenas and other municipal sites;
  • Establishes and maintains effective working relationships with community organizations, interdepartmental staff, contractors, tenants, and the general public;
  • Will have direct liaison and contract management with Junior A OHL Hockey Club, Event Promoter, and Food and Beverage Service Provider;
  • Represents the Department and/or City in communication functions and/or media relations as it relates to arenas and recreation facilities as assigned;
  • Participates as a member of the senior leadership team of the Recreation & Culture Department in the development of strategies to achieve department objectives and problem solving for issues affecting the department;
  • Chairs or participates on department or corporate committees as warranted;
  • Report writing and making presentations at City Council and other public meetings;
  • Will be required to travel to off site locations throughout the city to attend meetings and other various functions;
  • Will be required to complete and maintain current the requirements of the Corporate Management Windsor Certificate;
  • Will be responsible for ensuring compliance with other corporate policies and applicable legislation;
  • Will perform Occupational Health & Safety duties as outlined in the Corporate Health & Safety program;
  • Will perform other related duties as required.
     

QUALIFICATIONS:

  • Must have a University Degree in an applicable field of study, such as: Recreation, Human Kinetics, Physical Education, Public Administration, Business Administration, Facility Management or related field or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience to acquire management skills, in environments including facility/contract management, administration, planning and development, supervision, budget and/or special events management;
  • OR Must have an Ontario Secondary School Diploma combined with a Community College Diploma in an applicable field of study, such as: Recreation, Human Kinetics, Physical Education, Public Administration, Business Administration, Facility Management or related field or Ontario Ministry of Education equivalencies and over ten (10) years of experience to acquire management skills, in environments including facility/contract management, administration, planning and development, supervision, budget and/or special events management;
  • Must have working knowledge of the Microsoft Office Suite of Products such as Word, Excel, etc.;
  • Must possess Basic Refrigeration Facility Operator Certification through the Ontario Recreation Facilities Association or be able to obtain the certificate within one (1) year of commencement in the position;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have knowledge of appropriate legislation and regulatory standards;
  • Must have proven oral and written communication skills;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Experience working in a unionized environment is considered an asset;
  • Knowledge and background in municipal policy and procedure development and implementation is considered an asset;
  • Working knowledge of database applications such as ActiveNet is considered an asset;
  • Progression through the Art of Supervision Program Certificate or a supervisor program of similar nature considered an asset;
  • The physical demands analysis associated with this job indicates a sedentary level of work.
