DUTIES:

  • Reporting to the Chief Administrative Officer (CAO), and as a member  of the Corporate Leadership Team (CLT), this position will be responsible for the efficient and effective operation of the Corporate Services - Chief Financial Officer/City Treasurer portfolio and accordingly provides creative leadership in the administration, coordination and management of this portfolio in a manner consistent with the strategic direction of City Council, ensuring the highest quality of service possible to the residents of the City of Windsor.
  • A key responsibility of this position will be to oversee and direct the departments’ operations through the various Executive Directors and their respective management teams. As the leader for this portfolio, the position will be responsible for all the human, financial and material resources of the Office of Corporate Services and will ensure through its direct reports the proper design, planning, programming, budgeting, organizing, and legal compliance of all of its services throughout the municipality.  Additionally, the position will ensure that the services related to Asset Planning, Financial Accounting, Financial Planning, Human Resources & Employee Relations and Taxation & Financial Projects work cooperatively together, and with other municipal departments, Agencies, Boards, and Commissions, to drive synergies aimed at improving the efficiency and effectiveness of those services and municipal services in general.
  • As a member of the Corporate Leadership Team, this position assists the CAO to implement the Corporation’s strategic direction as approved by City Council. The mandate of this position is to provide leadership and strategic direction to the portfolio/departments of Asset Planning, Financial Accounting, Financial Planning, Human Resources & Employee Relations and Taxation & Financial projects. The Commissioner of Corporate Services - Chief Financial Officer/City Treasurer must embody the highest-level ethics and values and must work continually to serve the citizens and other stakeholders of the City. Responsible for research, assessment of processes and structure, management of change and coordination of strategically significant departmental initiatives and improvement processes to advance the Corporation’s effectiveness in the delivery of quality services for our residents. 
  • The position is also responsible for all matters of financial significance, ensuring optimal fiscal and budgetary management of resources and assets, formulates the financial policies and practices of the municipality; is a signing officer of the municipal corporation, with statutory duties as Treasurer and Tax Collector.  This position provides comprehensive financial advice and recommends corporate fiscal policy direction, including policy development and implementation as well any new program initiatives.
  • Provides creative leadership for the administration, coordination and management of the Corporate Services – Chief Financial Officer/City Treasurer Portfolio in a manner consistent with the strategic direction of the Corporation, ensuring the highest quality of service possible to the residents of the City and County. Fosters positive relationships with other levels of government and various related agencies, boards and government business enterprises. Develops and manages partnerships with community agencies and not-for-profit organizations. Will demonstrate political acuity when dealing with City Council, County Council, Provincial and Federal Ministers and officials.  Ensures program delivery complies with Municipal, Provincial and Federal Government requirements and high quality services are delivered to the residents. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.  Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University degree in Business Administration, Public Administration, Economics or related discipline or Ontario Ministry of Education equivalency and over ten (10) years of senior management experience in an automated finance management environment with experience in municipal finance and business management;
  • Must have a recognized designation in accounting (i.e. CPA/CA, CPA/CGA, CPA/CMA or acceptable equivalency as recognized by applicable regulatory body);
  • Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current, valid and lawful Driver’s License will be required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have comprehensive knowledge of appropriate legislation, by-laws, policies and procedures;
  • Must demonstrate highly developed human relations and communication skills with the ability to effectively deal with staff, employee group executives, civic groups, committees, government agencies, elected officials and the general public;
  • The ability to articulate complex policies to City Council, colleagues, public and private sector counterparts, community groups, media, and the public;
  • Additional qualifications include a combination of experience in related areas such as budgeting and internal financial control, risk management, coaching, negotiation, problem solving, leadership, time management, report writing, public speaking, conflict management skills, strong ethical practices  and consensus decision making experience which may have been gained through a variety of organizational settings and in a variety of roles;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of hazards associated with the workplace;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
  • The physical demands analysis associated with this job indicates a light level of work.
