DUTIES:
  • Reporting to the Senior Manager of Communications & Customer Service, this position will counsel and support the Corporation of the City of Windsor in areas of internal/external communication and marketing for the purpose of increasing public awareness and support for the City. 
  • This position researches, develops and implements marketing, communication and event plans for City Departments on an as needed basis. 
  • Identifies emerging trends and develops innovative ‘voice of the customer” solutions to deliver customer service improvements across the corporation. 
  • Responsible for liaising and collaborating with internal corporate departments, external agencies, federal and provincial partners as well as private sector businesses and individuals to ensure optimal communication/customer service solutions, as well as setting strategic direction to raise the profile and support of municipal services to external customers.
  • Works with others in Communications to oversee; sponsorship, advertising and naming rights coordination for the corporation. 
  • This position oversees design concepts for the Corporate website and intranet, including the appearance and navigation as well as overseeing and maintaining content on the website and social media platforms, on an ongoing basis. 
  • Manages media relations by providing information to reporters, securing media sponsorship, measuring editorial media coverage and acting as a spokesperson on various projects. 
  • Will also serve as a City representative at public meetings and special events. 
  • Establishes and delivers training to employees across the Corporation in order to enhance staff knowledge and competence. 
  • Develops project plans, which includes defining project goals and objectives, specifying tasks on how goals will be achieved, resources needed, and associating budgets and timelines for completion.
  • Will author memos and correspondence to senior managers and employees on customer service/communication initiatives, resources and policies, writes Council reports, media releases and presentations.
  • Develops communication feedback tools including online surveys. 
  • Investigates and formulates corporate policies, procedures and guidelines for various customer service/communication tools. 
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health & Safety Program; will perform other related duties as assigned.
QUALIFICATIONS:
  • Must have a Masters Degree in Communication Studies, Business or Arts, or Ontario Ministry of Education equivalencies and a minimum of two (2) years of progressively responsible professional communications experience;
  • OR Must have a university degree in Communication Studies, Business, or Arts or Ontario Ministry of Education equivalency and a minimum of four (4) years of progressively responsible professional communications experience. 
  • OR Must have a post secondary school community college diploma in Communication Studies, Business or Arts, or Ontario Ministry of Education equivalency and a minimum of six (6) years of progressively responsible communications experience. 
  • OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year post secondary education from a post secondary community college or university in Communication Studies, Business or Arts or Ontario Ministry of Education equivalency and over ten (10) years responsible professional communications experience. 
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver’s Licence is required in accordance with the Highway Traffic Act and provide a driver’s abstract as a condition of employment.
  • Must be knowledgeable of municipal government processes, particularly in the development and delivery of communications, customer service, and stakeholder consultation plans.
  • Must have working knowledge in print, graphic and web related mediums.  
  • Must have exceptional oral presentation/communication skills, along with strong interpersonal & consultative skills.
  • Must have strong writing skills, including; releases; brochures; articles and speeches.
  • Must possess strong technical, assessment and organizational skills combined with strong team building skills.
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
