DUTIES:

  • Reporting to the Manager of Development, this position will serve as the lead for water/wastewater analysis and modelling of the City-wide infrastructure network for various engineering capital projects and initiatives, including leading the implementation of the Sewer Master Plan.
  • This position is also responsible for the delivery of engineered infrastructure projects and to ensure that engineering designs comply with municipal and provincial standards.
  • With public safety as highest priority, this position represents the interests of the Office of the Commissioner of Infrastructure Services and facilitates infrastructure projects while protecting the existing infrastructure, the environment, the general public and the interests of the City of Windsor.
  • Reviews, analyzes and inputs updates to hydraulic modeling software for the City's sanitary and storm systems;
  • Reviews and stays current on updates to regional, Provincial and Federal regulations surrounding water and wastewater. 
  • Quantifies and justifies proposed changes to existing sanitary and storm sewer systems.
  • Reviews construction plans and specification and provides recommendations related to the design of various engineering infrastructure projects.
  • Makes recommendations for prioritization of improvements that will inform capital budget development Reviews and comments on the technical aspects of servicing studies.
  • Liaises with consultants, Provincial and Federal government officials consultants, railway companies, utility companies and other agencies as needed. 
  • Generates modeling diagrams and information for public information centres and marketing materials.
  • Conducts media interviews related to the Sewer Master Plan and other infrastructure projects.
  • Authors and provides consultation for reports to Council and Standing Committee related to water and wastewater infrastructure and the Sewer Master Plan;
  • Answers Council questions related to infrastructure projects.
  • Recommends and leads research and development initiatives such as studies and pilot programs related to inflow & infiltration, low impact development and other water and wastewater concerns.
  • Carry out overall project management for various City projects, including in house and consultant lead projects.
  • Conducts cost estimates for infrastructure projects for consideration for Capital Budget.
  • Designs, using engineering principals and construction best practices, sewers, stormwater management facilities and roads.
  • Reviews plans and specifications for consultant lead projects and provides direction based on City standards and best practices.
  • Reads studies, agreements and regulations such as the Sewer Master Plan, Drainage Act reports, Servicing studies, subdivision and oversizing agreements, permits, Species at Risk Act etc. and determines their applicability and any resulting requirements for each project.
  • Provides functional supervision to drafting, field services and administration staff for design and tendering tasks.
  • Serves as primary City contact person for construction projects under City contracts, including for outside agencies, interdepartmental stakeholders and members of the public.
  • Organizes, attends and leads public information meetings to provide information to the public and stakeholders and answers questions.
  • Authors technical specifications and provides input into purchasing documentation for construction projects, in compliance with the Purchasing By-law.
  • Reviews the accuracy and completeness of and evaluates technical details and qualifications for bid submissions from consultants and contractors resulting from requests for tender/proposals and provides recommendations for hiring  Chairs design, pre-construction and site meetings for City construction contracts. 
  • Resolves, through technical review, troubleshooting and stakeholder collaboration, all issues, conflicts and public safety concerns arising during construction.
  • Investigates complaints and damage claims related to construction projects and liaises with the complainant and Risk Management.
  • Reviews and approves (via NP stamp) all payments to contractors and consultants.
  • Will perform Occupational Health and Safety duties as outlined in the Corporate Health and Safety Program.
  • Will perform other related duties as assigned. 

QUALIFICATIONS:

  • Must have a University degree in Engineering (Civil, Environmental or related), or Ontario Ministry of Education equivalency, and a minimum of six (6) years progressively responsible engineering experience in hydraulics, sewer design, storm-water management, watershed systems and low impact development;
  • Must be licensed by the Professional Engineers of Ontario;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver’s Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Must be familiar with and have working knowledge of Federal, Provincial and Municipal statutes and By-Laws pertaining to the design and construction of municipal services, including the Local Improvement Act, the Municipal Act, the Construction Lien Act, the Drainage Act, the Environmental Assessment Act, the Endangered Species Act, and the Accessibility for Ontarians with Disabilities Act.
  • Must have proven communication, analytical, interpersonal, supervisory skills, as well as the ability to establish and maintain effective relationships with City representatives, other agencies and the general public;
  • Should have knowledge of the Ontario Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current the requirements of the Corporation’s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered and asset;
  • Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position
