DUTIES:

  • Reporting to the Manager of Geomatics, will provide GIS (Geographic Information System) technical and administrative support for the creation, maintenance, research/development, and distribution of GIS and Open Data files. 
  • Will manage and direct/supervise GIS Cad Technicians, GIS Data Analyst, Property Analyst, Programmer/Analyst from IT, consultants, students and temporary hires in the creation of GIS apps, new GIS layers, features and databases, as well as the maintenance of existing data;
  • Provides recommendations, assistance, and GIS services to the Engineering Department and throughout the Corporation;
  • Act as Technical GIS lead on corporate projects that have a GIS potential, liaise with community, GIS partners and agencies , to enhance Open Data, as well as source new data from the community at large;
  • Research best practices and GIS trends to make recommendations for new and improvement apps for internal and external customers and recommend these to the Manager of Geomatics;
  • Development, maintenance and assigning of written and documented procedures;
  • Manage and update weekly, all GIS related graphic, data and related layers for internal and external applications;
  • Serve as the Engineering Department IT liaison for all GIS data and software updates/upgrades, purchases and interfacing possibilities;
  • Will perform Occupational Health and Safety duties as outlined in the Corporation’s Heath and Safety Program;
  • Will perform other related duties as required.                                                                                                                   

QUALIFICATIONS:

  • Must have a University degree in Geographic Information Systems, Computer Science, Surveying and Mapping, Drafting, Graphic Design, or a related discipline, or Ontario Ministry of Education equivalencies and a minimum of two (2) years experience using GIS software in a municipal environment. OR
  • Must have a Community College diploma in Geographic Information Systems, Computer Science, Surveying and Mapping, Drafting, Graphic Design, or a related discipline, or Ontario Ministry of Education equivalencies and a minimum of four (4) years experience using GIS software in a municipal environment.
  • Must have supervisory experience.
  • Must have demonstrated knowledge of Geographic Information System creation, maintenance, conversion techniques, concepts, hardware & software.
  • Must have proven experience using ESRI/partner and Autodesk software, Microsoft Office Suite and GIS application concepts.
  • Must communicate effectively, both orally and in writing.
  • Must have knowledge of Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Must have the ability to plan, organize, coordinate, and prioritize own work activities and those of others.
  • Must have the ability to travel to off site locations in a timely and expedient manner as required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • GIS Certification will be considered an asset
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
  • Progression through the Art of Supervision Certificate Program or a supervisory program of a similar nature is considered an asset.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
