DUTIES:

  • Reporting to the Fleet Coordinator, or designate, will carry out planning, scheduling, monitoring and supervisory activities in overseeing work carried out by municipal employees and contractors as related to the inspection, maintenance and repair of all City of Windsor fleet vehicles and equipment.
  • Directly supervises municipal staff and contractors in fleet repair operations and emergencies and/or winter control operations;
  • Signs and authorizes repair orders;
  • Assists in the preparation and control of the maintenance budget;
  • Supervises staff, including recruitment, performance evaluations, discipline, training, and development, and ongoing attendance at work review;
  • Ensure familiarity and compliance with all federal/provincial safety legislation and corporate health and safety policies and procedures;
  • Perform equipment safety inspections; Initiates and monitors the preventative maintenance programs and ensures work areas are properly and safely maintained;
  • Research and prepare reports and computer input data;
  • Implements the refurbishing and minor body repairs on the fleet;
  • Responsible for development and implementation of preventative maintenance programs for all areas of the garage operation;
  • Responsible for the implementation of a management operating system to ensure appropriate planning, scheduling and monitoring of the fleet operation;
  • Monitors all stock requirements, and initiates and controls purchased materials and expenditures;
  • Interpret and implement collective agreements with respect to maintenance area ensuring resources are utilized efficiently;
  • Responsible for reports and information from the Fleet Management System;
  • Responsible for safeguarding and proper recording of inventory;
  • Will be required to drive a vehicle requiring a “DZ” license on occasion;
  • Maintain amiable relations with customers, the public and fellow staff;
  • Replace other supervisors when required.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have an Ontario Secondary School Graduation Diploma combined with a diploma from a Community College in Engineering Technology, or Ontario Ministry of Education equivalencies and a minimum of six (6) years experience in a vehicle/equipment maintenance and repair operations environment; OR
  • Must have an Ontario Secondary School Diploma, or Ontario Ministry of Education equivalency, combined with one year post secondary technical courses and more than ten (10) years experience in a vehicle/equipment maintenance and repair operations environment;
  • Must have the following certificates of qualification:  Truck and Coach Service Technician (310T), Automotive Service Technician (310S) and demonstrated ability to supervise fleet operations;
  • Must have progressively responsible municipal or related experience in heavy truck diesel, hydraulics or general equipment repair;
  • Must hold and maintain a current lawful Class ‘D’ Driver’s Licence with a ‘Z’ endorsement, in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment; 
  • Must have progressively responsible experience in personnel supervision, contract administration, budget control and performance monitoring, in a computerized and unionized environment;
  • Must have proven technical, communication, and interpersonal and supervisory skills;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • Possession of propane (ICE-P) and natural gas (ICE-N) licenses considered an asset;
  • The physical demands analysis associated with this job indicates a light level of work.
