DUTIES:
- Reporting to the Manager of Parks Development or designate, this position is responsible for the planning, design and drafting duties for Parks facilities, including civil, mechanical, architectural and landscape systems, as well as the management and supervision of City of Windsor Capital and Operating Parks projects from start to finish including design, budget, implementation and monitoring to ensure quality control, financial responsibility and due diligence.
- Will carry out the design, implementation and administration of Capital & Operating projects; cost estimating, budgeting and continuous research to achieve high quality and project performance at low cost output.
- Will be required to be dedicated to continual learning of new products, designs, regulations and standards as it relates to parks infrastructure, buildings, trails, playgrounds and splash pads, etc.
- Financially responsible for projects including progress payments, purchasing materials, working within budget constraints, negotiating extras & overages with contractors, looking for lower cost solutions and better longterm lower maintenance materials and designs.
- Will complete project inspections, trouble shooting, quality assurance, ensuring public and worker safety on the job site.
- Responsible for the communication, liaison and negotiation with other city departments, Provincial & Federal governing agencies, community groups, businesses and associations, Councilors and the general public, as well as supervision of parks and contractual staff along with sub-contractors and contractors.
- Will be responsible for surveying, site engineering, cost estimating, finalization of various design details, field book notes, liaison with the general public, contractors, grant personnel, and other service areas.
- Incumbent will handle designs and projects from start to completion ensuring compliance with specifications and construction standards.
- Will be required to investigate and research new ideas, designs, techniques and materials to effectively supervise and manage new capital, operating and special projects for the City. Investigate issues with existing City facilities to effectively mitigate problems, both immediate and long-term.
- Organize and solicit public consultation for projects, facilitation of meetings and presentations with various community groups, councilors, consultants, boards and organizations.
- Arrange meeting venue, plan and prepare project displays, write news releases and advertisements, create and organize and disperse advertisements.
- Write council reports, media releases, conduct interviews, collect and analyze responses from public, provide notices and public service announcements.
- Will be required develop technical specifications for projects, contracts, request for proposals and quotes, tender documents and technical reports in relation to new capital, operating and special projects; will research, prepare cost estimates and develop cost analysis for capital, operating and special project budgets.
- The award of contracts, managing and supervising city staff, consultants or contractors on various capital, operating and special projects will be a component of the position.
- Will complete indoor or outdoor inspection work for quality control, compliance, completeness and accuracy.
- May be required to complete manual work when putting up stakes, guarding, etc. related to construction projects.
- Incumbent will be responsible for the administration of projects/contracts on a daily basis, review shop drawings and material testing reports, coordinate and approve change orders, and administer contingency allowances.
- Authorize payment to contractors, vendors, city staff and consultants through progress payments and certificates, purchase orders, work authorizations, contracts and contract orders. Responsible for inspections related to specification compliance, codes, ordinances and project completion tasks such as financial, legal documentation and project deficiencies.
- Will be required to commission completed projects and train staff in the operation and maintenance of the facility and/or equipment.
- Researching, writing and creating budget estimates for managers, Mayor, Councilors, community groups and other external agencies for capital, operating and special projects will be a requirement of the position as well as assist in the creation of both capital and operating budgets.
- Will generate revenue for services rendered to outside agencies and internal city departments. Will be responsible to plan, host and conduct public meetings and interviews for various projects; consult and act as a resource for other departments, technical teams, standing and advisory committee boards, user groups, community groups, utilities, and provincial/municipal/federal agencies for projects related to Community Improvement, plans, permits, environmental assessments.
- Will be responsible to perform Occupational Health and Safety duties as outlined in the Corporate Health and Safety program. Perform other related duties as assigned.
QUALIFICATIONS:
- Must have a Community College diploma in Civil Engineering Technology with a minimum certification as a Civil Engineering Technologist with the Ontario Association of Certified Engineering Technicians and Technologists and a minimum of two (2) years related experience.
- Must have or be willing to obtain as a condition of employment certification as a Registered Playground Practitioner from the Ontario Parks Association.
- Must hold and maintain a current valid and lawful Class “G” driver’s license in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment.
- Must have experience liaising with the general public, consultants, contractors and other agencies.
- Must have supervisory experience in a unionized environment.
- Must have the ability to analyze problems and communicate effectively, both orally and in writing.
- Must be able to operate surveying equipment.
- Must have the ability to work with minimal supervision.
- Must be able to work in all types of weather conditions.
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
- Proficiency in related computer programs such as AutoCAD, MS Project, PowerPoint, and Excel would be considered an asset.
- Professional accreditations such as: Professional Engineer (P.Eng); OR Registered Professional Planner (RPP) and hold full membership in the Canadian Institute of Planners (CIP) OR other comparable accreditation(s) considered and asset;
- The physical demands analysis associated with this job indicates a medium level of work.
