DUTIES:

  • Reporting to the Employment and Consulting Services Manager this position is responsible for ensuring that workforce planning is an integral part of the Corporation’s strategic focus.
  • Responsible for providing advice, oversight and direction as it relates to the Corporation’s performance management program, competency framework, succession planning program, change management and organizational design. 
  • Research, review and recommend best practices as it relates to performance management and the performance appraisal program. 
  • Participate in confidential and sensitive re-organizations by coordinating relevant data including assisting with the development of new/revised organizational charts, organization research and job titling. 
  • Develop, update and maintain staff establishment, corporate organizational charts and job postings as well as Physical Demands Analysis. 
  • Conduct research, analysis and make recommendations in the area of workforce planning and organizational design. 
  • Research, recommend and implement Succession Planning tools relevant to the Corporation based on best practices.
  • Development and analysis of performance metrics to identify skill gaps in the current workforce.  Responsible to meet with employees and management to develop individualized Employee Development Plans to assist with succession planning and career planning efforts. 
  • Identify future at risk positions and make recommendations to the department as it relates to preserving historical knowledge, understanding of the position and knowledge transfer.
  • Provide training and facilitate workshops in performance management and succession planning.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health & Safety Program.

QUALIFICATIONS:

  • Must have a University Degree in Human Resources, Business Administration, Sciences, Education or Social Sciences or Ontario Ministry of Education equivalency and a minimum of four (4) years of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting; OR
  • Must have a post secondary school community College diploma in Human Resources, Business Administration, Sciences, Education or Social Sciences or Ontario Ministry of Education equivalency and a minimum of six (6) years of professional experience in a Human Resources, Organizational Planning and/or Workforce Planning setting;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have the ability to understand complex business plans/requirements and translate same into a Strategic Workforce Plan while complying with applicable employment laws and regulations;
  • Must have experience leveraging HR Systems/technology to create workforce analytics and metrics;
  • Must have excellent public relations, grammatical and customer service skills and maintain cordial relations with the public and all staff;
  • Must have highly developed interpersonal, human relations, presentations, and communication skills;
  • Must have advanced skills in Microsoft Office suite of products;
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with work;
  • Experience in developing and utilizing predictive analytics and statistical modeling is considered an asset;
  • Expertise in talent management processes is considered an asset;
  • Previous working experience with PeopleSoft HRMS will be considered an asset;
  • Completion of CHRP (Certified Human Resources Professional) designation or Adult Training Certificate will be considered an asset.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
