DUTIES:

Reporting to the Manager, Technical Support, this position will be responsible for the operation of the computerized Infrastructure Maintenance System (IMS) and performing related engineering assignments. Coordinates and responsible for the ongoing development and operations of the Infrastructure Services computerized Infrastructure Management System (IMS), including database and data management functions, to provide for the effective management of the City road, sidewalk, sewer, drain, bridge, and other municipal infrastructure inventories. Assists and coordinates the development and ongoing scheduling of various preventative maintenance and condition rating programs for infrastructure inventories.  Coordinates, schedules, and conducts inspection programs for bridges and culverts (OSIM). Ensures efficient and cost effective performance within the approved budget. Participates on Corporate Committees and working groups and co-ordinates activities within IMS related to implementation and ongoing maintenance of Corporate GIS (Geographic Information Systems).  Coordinates and directs support staff.  Supervises and plans the activities of staff including staff recruitment, discipline, lost time and performance reviews, training and development. Investigates technological advancements for improving operational productivity and cost effectiveness.  Trains appropriate staff in the utilization of computerized systems and monitors their utilization.  Researches and prepares reports, manuals, and other written correspondence.  Reviews drawings, specifications and reports for various projects.  Liaises with Contractors and Consultants during construction and inspection work. Ensures staff familiarity with all Provincial safety legislation and corporate safety policies and procedures. Will be required to travel to off-site locations.  Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.  Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University Degree in Engineering (Civil, Environmental, or related technical field) or Ontario Ministry of Education equivalency and a minimum of four (4) years of relevant work experience in an operations/technical environment; OR
  • Must have an Ontario Secondary School Graduation Diploma plus a three (3) year Community College Diploma in a technical field and a minimum of six (6) years of relevant work experience in an operations/technical environment.
  • Must hold and maintain a current valid and lawful Class G Driver's Licence in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment.
  • Must have knowledge of civil engineering concepts, and advanced computer skills related to database, software and hardware.
  • Must have experience in road and sewer maintenance/construction.
  • Must be proficient in the use of the Microsoft Office Suite of Products, and in the use of relational databases and report generation software.
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Experience in the use of Infor Public Sector (Hansen), SQL, Crystal Reports, AutoCAD, GIS, and Asset Management systems will be considered an asset.
  • Eligibility for PEO registration would be considered an asset.
  • The physical demands analysis associated with this job indicates a sedentary to medium level of work.
