DUTIES:
Reporting to the Deputy CIO, this position will provide overall management with regards to strategy, design, development and implementation of the corporate GIS and Data Analytics program, including supervising and directing work effort of all resources, which may include internal staff as well as external agencies, partners and vendors supporting the program. This position will be responsible to define the requirements and approach to meet organizational and departmental goals which are comprised of multiple inter-dependent work streams spanning software elements, new and changed business processes, changes to organizational and departmental GIS and Data goals which are comprised of multiple inter-dependent work streams spanning software elements, new and changed business processes, changes to organizational structure and capabilities. Initiates and promotes cross-functional working relationships with program and project sponsors, project managers, senior management, partners, vendor and key stakeholders within the Corporation. Mentors and develops leadership strength and acts as an information subject matter expert and resource for the program. Negotiates resources and obtains financial, physical, or human resources to support program and projects.  Establishes program schedules to meet key milestone and integrates development of best practices, project standards, procedures, and quality objectives. Conducts reviews of the project’s status and associated staff. Sets the goals and objectives of the program with the CIO, Deputy CIO, IT Management team, and business stakeholders. Build and execute a GIS and Data roadmap aligning with the program goals and objectives. Responsible for vendor management including coordinating vendor activities, developing contracts, and service level agreements, and providing input into the evaluation, selection and procurement of products and/or services from vendors.  Establishes and reviews project plans, schedules, and staffing requirements, manages and directs departmental project teams, and removes roadblocks which may inhibit the success of the projects. Identifies and mitigates project risks and issues. May be required to prepare or provide input into Council reports and presentations to council and/or senior management. Performs Occupational Health & Safety duties as outlined in the Corporate Health & Safety Program. Carry out other related duties as assigned.

NOTE: This position will focus on the strategic development and operation of the City of Windsor’s GIS and data practice, including managing staff, optimizing processes and technology, and the implementation of key initiatives.
 

QUALIFICATIONS:

  • Must have a University Degree in Information Technology or Business Administration, GIS, Data Science, or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in GIS, data, project Management, leadership and strategic planning skills.

  • Demonstrated experience developing and executing high level GIS strategic plans.
  • Advanced knowledge of GIS software and strong familiarity with relational database design as it applies to GIS software.
  • Extensive experience with managing an enterprise Esri environment
  • Experience with managing integrated GIS and business solutions
  • Experience with VertiGIS an asset.
  • Experience in business analysis, business process re-engineering and managing IT related projects.
  • Should have strong knowledge of municipal business and regulatory processes, especially data privacy and security.
  • Should have strong technical knowledge of business intelligence and data management best practices, including warehousing, modelling, governance, analytics, and quality assurance.
  • Have excellent written, verbal, research and presentation skills.
  • Possess strong computer literacy, experience with the M365 platform, including data and BI products – SQL, Azure, Fabric, PowerBI, and GIS products including ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online.
  • Additional certifications in GIS (e.g. GISP), data analytics, modelling, visualization, data management, or project management considered an asset.
  • Must have the ability to travel to offsite locations in a timely & expedient manner as required. If method of travel is by vehicle a current valid and lawful driver’s licence is required in accordance with the Highway Traffic Act.
  • Will be required to complete and remain current, per the requirements of the Corporation’s Management Certificate Program;
  • Should have knowledge of the Occupational Health and Safety Act, its regulation and knowledge of the hazards associated with the work.
  • The physical demands analysis associated with this job indicates a sedentary level of work.
