DUTIES:

  • Reporting to the Contracts Coordinator, this position will ensure the efficient and cost effective provision of right-of-way infrastructure maintenance and rehabilitation services, including winter control activities
  • Coordinates and administers the delivery of these services in cooperation with other Unit administrators and supervisors. 
  • Ensure the timely tendering, review and recommending of appropriate contracts required for the maintenance and rehabilitation of the right-of-way infrastructure. 
  • Ensure the monitoring and administration of awarded contracts or ongoing projects. 
  • Provide accurate records for measurement, control and payment. 
  • Ensure works are carried out in compliance with sound construction practices and standards.
  • Evaluate alternate methods, materials, and procedures and make recommendations for their use and implementation. 
  • Initiate innovative employee incentive programs, work shifts, discipline and penalty processes to ensure productivity is maximized and expenditures minimized.
  • Researches and prepares reports and correspondence.
  • Informs senior management of significant developments including review of major projects and long-term plans for maintenance and rehabilitation programs. 
  • Ensures staff familiarity and compliance with all Provincial safety legislation and Corporate safety policies. 
  • Will occasionally supervise and plan the activities of staff including recruitments, discipline, training, development and performance. 
  • Assists in the preparation and control of the various capital and operating budgets for the service areas. 
  • Maintain amiable relations with our customers, the public and fellow employees. 
  • Replace other supervisors as required. 
  • Will be required to travel to off-site locations.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a post secondary school community college diploma in Civil Engineering Technology, or Ontario Ministry of Education equivalencies, and a minimum of four (4) years of experience in an operations/technical environment;
  • Must hold and maintain a current valid and lawful Class ‘G’ Driver’s Licence in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment;
  • Must have progressively responsible municipal or related experience in road, sewer, open drain construction, maintenance, and rehabilitation;
  • Must have proven experience in contract administration and budget control and monitoring, in a computerized  environment;
  • Must have proven technical, communication and interpersonal skills;
  • Must have a thorough knowledge of appropriate safety, labour and construction acts and codes, and other relevant legislation;
  • Must be available for shift work should it be required;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current the requirements of the Corporation’s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • Certification as an Engineering Technologist by O.A.C.E.T.T. would be considered an asset;
  • A Class “DZ” driver’s licence would be considered an asset;
  • Confined Space Training and other safety related training would be considered an asset;
  • Additional courses taken through the Ministry of Transportation and/or Ontario Good Roads Association would be considered an asset;
  • The physical demands analysis associated with this job indicates a limited to medium level of work.
