DUTIES:

The Commissioner of Human and Health Services is a passionate, results-oriented and transformative leader, responsible for the efficient and effective operations of the Human and Health Services portfolio, which includes Employment and Social Services, Housing and Children’s Services, Social Policy and Planning, and Huron Lodge Long-term Care Home.  The position is responsible for approximately 700 union and non-union staff across these departments and a budget in excess of $280 million.   

  • The Commissioner of Human and Health Services reports to the Chief Administrative Officer and as a member of the Corporate Leadership Team, assists the CAO to implement the Corporation’s strategic direction as approved by City Council, ensuring superior service delivery for residents. 
  •  As the City of Windsor is the designated Consolidated Municipal Service Manager, the Commissioner is responsible to provide services to residents of both Windsor and Essex County.
  • As the Service Manager, the Commissioner works closely with upper levels of government, engaging with several tables, committees and partnerships with a view towards appropriate funding, service improvements and transformation. 
  • In addition to providing oversight to Huron Lodge Long-term Care Home, the Commissioner also serves as the City’s liaison with other regional healthcare partners and initiatives. 
  • The position will champion collaboration and innovation between the departments of the portfolio, municipal departments, and other partners to ensure responsive and effective service delivery.
  • Human and Health Services is a fast-paced, highly complex and demanding portfolio.  The environment is challenging, often stressful with competing priorities and timeframes, but exceptionally rewarding as it directly impacts residents’ quality of life.

  •  Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University degree in Social Sciences, Social Work, Arts, Law or Public Administration, or related discipline or Ontario Ministry of Education equivalency, and over (10) years of executive level experience with oversight for large numbers of employees delivering complex, multifaceted services;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have progressively responsible experience in community development and government program delivery and implementation;
  • Must have comprehensive knowledge of appropriate legislation, by laws, policies and procedures;
  • Must have proven record of policy and program development within a diversified portfolio;
  • Must have highly developed human relations and communication skills with the ability to effectively deal with staff, bargaining unit executives, civic groups, committees, government agencies, elected officials, and the general public;
  • Must have well-developed analytical capabilities with the capacity to plan and implement complex administrative and operating programs;
  • Must have consultation, budgeting, internal financial control, risk management, coaching, negotiation, problem solving, leadership, time management, report writing, public speaking  and consensus decision making experience in managing through a complex and varied organization;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of hazards associated with the workplace;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • A Graduate degree in Social Sciences, Social Work, Arts, Law or Public Administration, or related discipline is considered an asset;
  • The physical demands analysis associated with this job indicates a sedentary level of work.
