DUTIES:

  • Reporting to the Manager of Employment & Consulting Services, responsible to develop and implement programs to align work force and key business initiatives through the use of organizational effectiveness interventions and learning programs.
  • Assist the organization in areas of leadership development, organizational redesign, team development, learning and change management.
  • Operate as an internal consultant to provide the necessary support and mechanisms to implement and affect major changes to the operations of the business that involve people.
  • Responsible to identify and plan accessible, relevant and timely educational programs aimed at a diverse workforce in order to strengthen job skills and foster an environment of lifelong learning.
  • Works closely with the Workforce Planning Specialist to promote and support a corporate culture of continuous learning by contributing to the City’s strategic objectives for staff and organizational excellence, including designing/delivering corporate training curriculum and supporting various organizational development initiatives.
  • Develop and implement leadership/management/high potential employee development programs and support various change management and organizational effectiveness initiatives; conduct learning and organizational development needs assessments to identify current trends and future requirements and evaluate training programs and initiatives and recommend innovative changes/enhancements to meet organizational needs.
  • Identifies and analyzes training and development needs; prepares training proposals and strategies; defines course objectives and outcomes; and designs training programs with the most effective training methodologies /program format. Ideally the position promotes and encourages employee development opportunities which support Corporate goals and addresses employee’s personal and professional needs.
  • Provides customized training solutions designed to serve the specific need of a department or team, including workshops and programs on safety, leadership, appropriate workplace conduct and conflict-resolution.
  • Aligns Corporate strategy with program development through research, design, coordination of program arrangements and evaluation.
  • Maintains contact with various professional organizations, educational institutions, municipalities, local service providers and internal departments to develop and sustain working relationships.
  • Will compile statistical data and facilitate presentations as required.
  • Maintains the Educational Assistance program to provide employees with additional opportunities to further their education outside of the Corporation. 
  • Will perform Occupational Health and Safety duties as outlined in the Corporation’s Health and Safety Program;
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University Degree preferably in Human Resources, Business Administration, Social Sciences or Adult Education or Ontario Ministry of Education equivalency and a minimum 1 year of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting OR
  • Must have a post secondary school community College diploma in Business Administration, Human Resources, Social Sciences or Adult Education or Ontario Ministry of Education equivalency and a minimum of two (2) years of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting; OR
  • Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post-secondary education in the areas of Human Resources, Business Administration, Sciences, Education or Social Sciences or Ontario Ministry of Education equivalency and a minimum of four (4) years of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting; OR
  • Must have an Ontario Secondary School Graduation Diploma and a minimum of six (6) years of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have a solid understanding of organizational effectiveness principles, OD best practices, plus management, supervisory, leadership, personal and professional development principles and operating practices;
  • Must have comprehensive knowledge of adult education principles, methods, materials and techniques  combined with demonstrated ability to apply them to course design and delivery;
  • Must have comprehensive knowledge of the techniques and methodologies related to training and continuous learning needs assessment and program design, facilitation and evaluation;
  • Must have advanced skills in Microsoft Office suite of products;
  • Must have excellent public relations, grammatical and customer service skills and maintain cordial relations with the public and all staff;
  • Must have the ability to perform multiple tasks with frequent interruptions; possess excellent organizational skills and have had experience in research;
  • Must be able to work with a high level of initiative observing confidentiality;
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with work;
  • Previous working experience with PeopleSoft HRMS would be considered an asset;
  • Completion of CHRP will be considered an asset.
  • The physical demands analysis associated with this job indicates a light level of work.
