DUTIES:
- Reporting to the Contracts, Field Services and Maintenance Manager or designate, this position will be responsible to carry out all planning, scheduling, monitoring, and supervisory activities in overseeing work carried out by City employees and contractors as related to road, sewer and open drain maintenance, winter control activities, and other activities for which the Maintenance Division is responsible.
- Directly supervises municipal staff and contractors working on roads, curbs, gutters, sidewalks, open drains, alleys, guide rails, sewers, bridges, flood and winter control operations (will function as the winter control night supervisor during the months of November through March);
- Oversee application of by-law 25-2010 ensures efficient and cost effective performance;
- Reviews records to ensure integrity;
- Ensures all service requests are responded to in accordance to Corporate policies;
- Ensures the safeguarding of materials, tools, and equipment; supervises staff, including performance evaluation, discipline, training and development, ongoing employee lost time review;
- Maintains attendance, accident, and other records;
- Ensures staff familiarity and compliance with all Provincial safety legislation and Corporate safety policies;
- Responsible for specific budget-related tasks;
- Informs the Coordinator or designate of significant developments;
- Maintains amiable relations with the public and fellow staff;
- Will be required to travel to off-site locations.
- Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
- Will perform other related duties as required.
QUALIFICATIONS:
- Must have a community college diploma as an Engineering Technologist or Technician, or Ontario Ministry of Education equivalencies and a minimum of four (4) years experience working with asphalt and concrete; OR
- Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post secondary school courses in engineering, or Ontario Ministry of Education equivalencies, and a minimum of six (6) years of experience working with asphalt and concrete; OR
- Must have an Ontario Secondary School Graduation Diploma, or Ontario Ministry of Education equivalencies, with more than ten (10) years of experience working with asphalt and concrete;
- Must hold and maintain a current valid and lawful Class “G” Driver's Licence in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment;
- The physical demands analysis associated with this job indicates a medium to heavy level of work.
- Must complete a post-offer agility test in an effort to assist the successful candidate in completing the position tasks safely and to aid in minimizing injuries on the job;
- Must have proven experience in contract administration, budget control and monitoring, and personnel supervision in a computerized union environment;
- Must have progressively responsible municipal or related experience in road, sewer, open drain construction, maintenance, and rehabilitation;
- Must have proven technical, communication and interpersonal skills;
- Must have thorough knowledge of appropriate safety, labour, and construction acts and codes;
- Must be available to work flexible shifts, 7 days per week;
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
- Will be required to complete and remain current the requirements of the Corporation’s Management Certificate Program;
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
- Certification as an Engineering Technologist by O.A.C.E.T.T. would be considered an asset
- A Class “DZ” driver’s licence would be considered an asset;
- Confined Space Training and other safety related training would be considered an asset;
- Knowledge/experience operating heavy construction equipment such as loader, grader etc. would be considered an asset;
- Knowledge of the City’s By-Laws as they pertain to the public right of way would be considered an asset.
- Must be willing to obtain Wastewater Collection Certificates as outlined by the Ministry of the Environment.
- Additional courses taken through the Ministry of Transportation and/or Ontario Good Roads Association would be considered an asset.
