DUTIES:

Reporting to the Supervisor of Assets & Facility Projects or designate, this position will be responsible to
plan, manage and administer construction contracts and projects, including the coordination and oversight of contractors, consultants, City staff and other professional services. Liaise with outside agencies, boards and committees as well as other authorities that have jurisdiction (TSSA, ESA, ERCA, etc.). Prepare procurement documents, including drawings and specifications for construction projects and other contracted work and research and implement new products, maintenance and construction methods and best practices. Coordinate commissioning of new spaces and equipment with City staff and data updates to the Corporations Computerized Maintenance Management System (CMMS). Review and assess feasibility and life-cycle costs, analyze historical data, and prepare technical, financial and other written and oral reports on all aspects of property and facility maintenance and constructions. Prepare construction cost estimates in support of capital budget planning, pursue grant opportunities and fulfill awarded grant requirements, and monitor project revenues and expenditures on an ongoing basis to ensure compliance within the approved budgets. Ensure that all work is conducted in accordance with Corporate policies and procedures, in particular as related to Health & Safety and Risk Management; and in accordance with all prevailing legislation, regulations and codes. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety program. Will be required to travel to off-site project locations. Will perform other related duties as required.                                                              
QUALIFICTIONS:

  • Must have a Graduate’s degree in Engineering, Architecture, Planning, or related field or Ontario Ministry of Education equivalency and a minimum of one (1) year experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design.
  • OR Must have a University degree in Engineering, Architecture, Planning, or related field or Ontario Ministry of Education equivalency and a minimum of two (2) years’ experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design.
  • OR Must have a Community College diploma in Engineering, Architecture, Planning or related field or Ontario Ministry of Education equivalency and a minimum of four (4) years’ experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design.
  • Must hold and maintain a current valid and lawful Class G driver’s license in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment.
  • Must have acquired skills in reading and interpreting construction drawings.
  • Must be able to manage multiple concurrent construction projects at various stages of progression
  • Must have operating knowledge in the Microsoft Suite of Products, such as Word, Excel, and Access in a computerized environment.
  • Working knowledge of AutoCad, Revit, Bluebeam considered and asset
  • Must possess effective oral and written communication skills as well as interpersonal skills.
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the Corporation’s Management Windsor Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Professional designations such as Professional Engineer (P.Eng), Certified Engineering Technologist (CET), Real Property Administrator (RPA), Facilities Management Administrator (FMA), Systems Maintenance Administrator (SMA) or Certified Facility Manager (CFM) considered an asset.
  • The physical demands analysis associated with this job indicates a light level of work.
