DUTIES:

  • Reporting to the Executive Director of Housing & Children’s Services, this position will be responsible for all portfolio accountabilities and to ensure that all staff and service agencies fulfill their obligations and service outcomes as outlined in Housing Service Act (HSA) legislation and purchase of service agreements.
  • This position is also responsible for partnership relationships, funding agreements, reporting, and the on-going development and implementation of new and innovative policies and program models to improve housing options in Windsor and Essex County, and provide strategic direction and advice to the Executive Director, Commissioner and others.
  • The Manager of Social and Affordable Housing will be responsible for the goals, strategies and outcomes of the 10 Year Housing and Homelessness Master Plan.
  • The Manager will directly supervise Housing staff, be the main contact for the Windsor Essex Community Housing Corporation on their day-to-day issues, the review of eligibility decisions of housing providers, be responsible for the efficient and effective delivery and operation of all housing programs, and manage contractual arrangements for service provision.
  • The Manager will also be responsible for budget development and monitoring, to consult and liaise with other service areas, provincial ministries (MMAH), the federal government (CMHC), community at large and professional associates using a customer-focused approach, to consult with community  partners on issues related to housing, and be responsible for the training, development, and evaluation of staff.  
  • Will be responsible to provide updates to various levels of government and report on a regular basis with respect to development project progress, outcomes, and financial responsibilities, in addition to participant compliance activities with Rental Housing proponents as well as legacy housing programs.
  • The Manager is expected to represent the City, Commissioner and/or Executive Director as required on various federal, provincial and municipal committees associated with housing and homelessness.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a University degree in Social Sciences or Ontario Ministry of Education equivalency and a minimum of four (4) years progressively responsible experience in leadership role with knowledge of risk analysis and management, and working with legislation; 
  • Must have exceptional knowledge/experience in controls of significant expenditures of others;
  • Must have proven knowledge of the organizational structure and experience supervising/managing in a unionized environment;
  • Must possess strong assessment, planning, organizational and implementation skills together with strong team building skills;
  • Must be proficient and possess excellent written, analytical and oral communication skills;
  • Must have computer literacy in Windows environment with proficiency in Microsoft Word, Outlook, PowerPoint;
  • Must have strong problem-solving, mediation, negotiating and planning skills;
  • Must have knowledge of appropriate legislation and procedures and bylaws;
  • Must be able to interpret data, legislation, program material and analyze issues;
  • Must have knowledge of municipal role, functions, challenges in housing program delivery;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.
