DUTIES:

  • Reporting to the Manager, Revenue and Collections, this position will be responsible to assist with the creation, design, development and completion of all Interim, Final and Supplemental property tax bills.
  • Responsible for the oversight and administration of the Municipal Accommodation Tax program (MAT) including enforcement and compliance. 
  • Responsible for overseeing the timely and effective posting of all financial data and transmission of interfaces to the General Ledger. 
  • Will be required to conduct detailed sensitivity analysis in compliance with taxation legislation, which will form the premise for the development of annual tax programs and policies (such as charity and heritage rebates, tax increment grants, and tax relief). 
  • Will assist with annual budget development, conduct detailed quarterly variance reports for the tax area, and related corporate and reserve accounts. 
  • Will be required to resolve taxpayer and stakeholder enquiries and complaints and monitor/assign any requests for service received through the 311-call centre. 
  • Will be responsible for the review, analysis and compliance related to monthly/quarterly/annual MAT returns.     
  • Will be responsible for the review and analysis of returned assessment data received from the Municipal Property Assessment Corporation and the preparation of impact analysis based upon supplemental assessment changes.  
  • Will be responsible to respond to and resolve all operational issues, which may arise regarding the use of AMANDA tax for purposes of property tax account administration.  
  • Will be responsible to take a lead role in regards to researching, recommending and implementing technology improvements and service enhancements 
  • Will be assigned to various internal and Provincial working groups and responsible to understand and gather information with regards to best practices. 
  • Will perform Occupational Health and Safety duties as outlined in the Corporation’s Health and Safety Program. 
  • Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a Master degree in Accounting, Finance, Economics or Political Science or Ontario Ministry of Education equivalency and a minimum two (2) years’ experience in a computerized accounting/finance environment;
  • OR Must have a University degree in Accounting, Finance, Economics or Political Science and a minimum four (4) years’ experience in a computerized accounting environment;
  • OR Must have a College diploma in Accounting, Finance, Economics or Political Science and a minimum six (6) years’ experience in a computerized accounting environment;
  • OR Must have an Ontario Secondary School Graduation Diploma, plus one (1) year of post-secondary courses in Accounting, Finance, Economics or Political Science and a minimum ten (10) years’ experience in a computerized accounting environment;
  • Must have the ability to travel to off-site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful driver’s licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have completed or be willing to complete the Municipal Tax Administration program within 3 years from date of hire;
  • Must have knowledge of the Municipal Act and position appropriate legislation;
  • Must be able to demonstrate an advanced level of knowledge in Microsoft Excel;
  • Must be able to demonstrate excellent organizational skills;
  • Must have high customer service orientation, excellent organization and communication skills;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Experience in high volume/complex data base data extracting and sorting/organizing is an asset;
  • Working group or financial project experience will be considered an asset.
